The objective you choose when creating a campaign determines both how you are charged and what the system optimises for.

Conversion-objective campaigns do not pay per conversion; the system optimises for conversions, but you are still charged per click or per impression. The objective cannot be changed after the campaign is created; for a different objective, you open a new campaign.
How is the bid set?
The maximum bid is set at ad group level: maximum CPM for Views campaigns, maximum CPC for Clicks campaigns. OpenAI's recommendation is to start click campaigns with a maximum bid of 3–5 USD per click. Ads Manager can also show bid strength hints indicating whether your bid is competitive or is limiting delivery.
The auction runs on a relevance-weighted second-price model:
- The winning ad usually pays not its own maximum bid but the amount needed to beat the competitor.
- A more relevant ad can win with a lower bid. Well-written context hints and a landing page that matches the ad directly lower your cost.
What is the minimum budget?

How does the daily budget work?
In ChatGPT ads, the daily budget is not a strict daily cap but a seven-day average target:

- Spend on a single day can go up to twice the daily budget.
- Total spend over a seven-day period does not exceed seven times the daily budget.
- If less is spent on one day, the remainder can be used within the same week.
- The budget week runs from Sunday to Saturday in your account's time zone.
- If the weekly allowance runs out early, delivery may stop until the new week even if the campaign appears active.
Alternatively, you can choose a campaign lifetime budget, which gives tighter control over total spend. The budget amount can be changed later but the budget type cannot; a campaign switched from a lifetime budget to a daily budget cannot switch back.
Billing: when and how do you pay?
ChatGPT ads work on a post-paid model. For self-serve accounts paying by card:
- The account is assigned a payment threshold (for example 25 USD). When accrued spend reaches this threshold, the saved card is charged.
- Even if the threshold is not reached, the remaining balance is charged at the end of the month.
- The threshold rises automatically over time based on successful payment history; the support team does not change it manually.
- When you add a card, your bank may show a temporary authorisation hold; this is not a charge and may be visible for up to 8 days.
- If a payment fails, ads may stop.
- After a campaign is paused, ads may continue to show for up to 24 hours; spend during that time is billed.
Your invoice details and card must match the country and legal entity you opened the account with. A tax ID can be added in the billing settings in Ads Manager and is reflected on subsequent invoices.
